Penn is one of a select group of institutions across the nation that is committed to a need-blind admission policy. This means that Penn’s Office of Admissions evaluates admissions without regard to whether a student is applying for financial aid. Like other Penn students who receive financial aid, Mayor’s Scholars receive an aid package that meets 100% of their demonstrated need, as determined by Student Financial Services.

Eligibility
The Mayor’s Scholarship is available to Philadelphia residents who attend high school in Philadelphia or one of its contiguous counties (Bucks, Delaware, or Montgomery), and who apply for admission and financial aid.

Once admitted, the Student Financial Services office will determine each student’s financial need, based on submitted financial aid applications and tax returns. If a student demonstrates financial need, they will be considered for a Mayor’s Scholarship.

The Mayor’s Scholars Program is a student-run initiative that seeks to enhance the experience of Philadelphians at Penn through academic, social, and networking events throughout the year. Each freshman is offered the opportunity to be paired with an upperclassman mentor of similar interests who can serve as a resource for the first year at Penn and beyond.
