Job Description
- We are seeking a Program Manager – Emergency Medical Services (PM-EMS) in Port Harcourt, Rivers State. This is a 12-month contract, renewable into a full-time role.
- The Program Manager will play a critical role in the design, development, and implementation of a robust emergency medical and ambulance services program aimed at enhancing emergency medical response and healthcare delivery in Rivers State.
- You will collaborate with stakeholders, including government agencies, healthcare providers, and community organizations, to ensure the effective coordination of EMS services and the provision of high-quality care to individuals experiencing medical emergencies.
- The ideal candidate will have a background in public health or similar, possess excellent research, project management, and writing skills, be a strong communicator, and able to manage complex stakeholder engagements.
Responsibilities
The Program Manager – Emergency Medical Services will work directly with the Chief Executive Officer to deliver the following:
- Situation Analysis: Conduct primary and secondary research into current and historical state of Rivers State Ambulance services through desktop reviews, stakeholder interviews and focus group discussions, physical visits, or inspections. Collect and analyze data from situation analysis to prepare a report.
- Program Design and Development: Lead the design and development of EMS programs that align with public health priorities, regulatory requirements, and community needs. Identify goals, objectives, and strategies to improve emergency medical response and patient outcomes.
- Stakeholder Engagement: Collaborate with government agencies, healthcare providers, emergency responders, and community organizations to establish partnerships and foster collaboration in the delivery of EMS services. Engage stakeholders in program planning, implementation, and evaluation efforts.
- Policy Development and Compliance: Stay abreast of federal, state, and local regulations governing EMS operations and ensure program compliance with relevant standards and guidelines.
- Roadmap Planning & Resource Allocation: Design a staged roadmap for the establishment and expansion of emergency services across the state. Identify resource requirements for implementation including personnel, equipment, and funding, to support the delivery of EMS services. Draft implementation scope and to ensure efficient program implementation.
- Funding and Partnerships: Identify and engage potential local and international organizations to secure financing sources for project launch.
- Reporting and Documentation: Prepare reports, presentations, and other documentation to communicate program outcomes, achievements, and challenges to stakeholders, funders, and regulatory agencies. Maintain accurate records and documentation in accordance with program requirements.
Qualifications
- Bachelor’s Degree in Public Health, Healthcare Administration, Emergency Management, or a related field. Master’s degree preferred.
- Minimum of 5 years of experience in program management, with a focus on healthcare or related areas.
- Experience in program design, development, implementation, and evaluation within the public health or healthcare sector.
- Knowledge of emergency medical systems, prehospital care protocols, and EMS regulations and standards.
- Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Proficiency in project management, budgeting, and resource management.
- Familiarity with data analysis, quality improvement methodologies, and research methods.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
Working Conditions:
- This role primarily operates in an office environment but may involve travel to field sites, meetings with stakeholders, and participation in community events.
- The position may require evening or weekend work to accommodate program activities and emergencies.
Salary
N300,000 – N350,000 / month.
